Abstract
Benin’s development ambitions increasingly depend on its ability to build the scientific and technological capabilities required for a more productive, diversified and knowledge-driven economy. The country’s National Development Plan (PND) 2026–2035, approved in May 2026 as the first implementation phase of the Benin 2060 national development vision, places economic diversification and structural transformation at the centre of the country’s longer-term development trajectory. This builds on the preceding PND 2018–2025, which identified the development of qualified and competitive human capital, technological progress, research and innovation as important foundations for improving productivity and competitiveness.
Benin has demonstrated its commitment to building advanced scientific and technological capacity through its participation in PASET and contribution to the Regional Scholarship and Innovation Fund (Rsif). Since joining PASET in 2021, the Government of Benin has contributed USD 2 million to Rsif to support the training of Beninese PhD students at selected African Host Universities, complemented by research placements and collaboration with Rsif International Partner Institutions. Through this investment, 19 Beninese scholars have been awarded Rsif PhD scholarships, of whom 42% are women, reflecting the country’s commitment to expanding opportunities for women in science and engineering. Importantly, seven Beninese scholars have already graduated, demonstrating early returns from the country’s investment in advanced ASET skills.
