According to the World Bank, Africa is projected to be the second-fastest-growing region in the world in 2024. The continent has the world’s youngest population, thriving through entrepreneurship and innovation. It also holds 30% of the world’s natural resources critical for energy transition. Africa has 15% of the world’s population, while share of scientific production is just 1.3%. African governments, through the Regional Scholarship and Innovation Fund (Rsif) of the Partnership for skills in Applied Sciences, Engineering and Technology (PASET) are charting the path to Africa’s socio-economic transformation by supporting doctoral training, research, and innovation in selected African host universities and collaborating with international partner institutions. Through PASET-Rsif African countries are building strong institutions and future science leaders to drive a science and technology-led growth and development. There are 15 competitively selected Rsif African Host Universities hosting 282 PhD students (37% women, 24 nationalities) in high priority sectors. They are developing skills, generating new knowledge, and developing technologies in thematic areas of climate change, renewable energy, sustainable food systems and agribusiness, digital technologies, including big data and artificial intelligence, and minerals, mining, and materials engineering. There are 226 peer-reviewed research publications to date and 58 Rsif research and innovation projects. The report turns the spotlight on Rsif scholars and their research contribution, including in providing baseline information that can influence anti-microbial resistance surveillance; and how Rsif innovation projects are Developing and scaling up digital innovations in agriculture.

Selon la Banque mondiale, l’Afrique devrait devenir la deuxième région du monde à la croissance la plus rapide en 2024. Le continent compte la population la plus jeune du monde, prospère grâce à l’entrepreneuriat et à l’innovation. Elle détient également 30 % des ressources naturelles mondiales essentielles à la transition énergétique. L’Afrique compte 15 % de la population mondiale, alors que sa part dans la production scientifique n’est que de 1,3 %. Les gouvernements africains, à travers le Fonds Régional de Bourses d’études et d'Innovations (Rsif) du Partenariat pour le Développement des Compétences en Sciences Appliquées, Ingénierie et Technologies (PASET) tracent la voie de la transformation socio-économique de l’Afrique en soutenant la formation doctorale, la recherche et l’innovation dans certaines universités africaines hôtes et en collaborant avec des institutions partenaires internationales. Grâce au PASET-Rsif, les pays africains construisent des institutions solides et de futurs leaders scientifiques pour stimuler une croissance et un développement axés sur la science et la technologie. Les 15 universités africaines hôtes du Rsif accueillent 282 doctorants (37% de femmes, 24 nationalités) dans des secteurs hautement prioritaires. Ils développent des compétences, génèrent de nouvelles connaissances et développent des technologies dans les domaines thématiques du changement climatique, des énergies renouvelables, des systèmes alimentaires et de l’agro-industrie durables, des technologies numériques, y compris le big data et l’intelligence artificielle, ainsi que de l’ingénierie des minéraux, de l’exploitation minière et des matériaux. A ce jour, il y a 226 publications de recherche et 58 projets de recherche et d’innovation. Le rapport met en lumière les chercheurs du Rsif et leur contribution à la recherche, notamment en fournissant des informations de base pouvant influencer la surveillance de la résistance aux antimicrobiens ; et comment les projets d’innovation Rsif développent et intensifient les innovations numériques dans l'agriculture.

Rsif is the first Pan-African Science fund of its kind connecting innovative minds to resources for revolutionary solutions. It is the flagship product of PASET, an initiative led by African governments aimed at building skills of citizens of sub-Saharan Africa countries in the field of applied sciences, engineering, and technology for national economic growth on the continent. Rsif builds sustainable doctoral training, highly advanced research and innovation ecosystems to develop transformative technologies in Africa for economic growth and development. Contributing countries: Benin, Burkina Faso, Côte d’Ivoire, Ghana, Kenya, Mozambique, Nigeria, Rwanda and Senegal have made or are at the final stages of making contributions to PASET Rsif, in addition to the Government of Korea, the ACP Innovation Fund of the European Union and the World Bank.

Le Rsif est le premier fonds scientifique panafricain de son genre reliant les esprits innovants aux ressources en vue de solutions révolutionnaires. Il s’agit du produit phare du PASET, une initiative de gouvernements africains dont le but est de renforcer les compétences des citoyens des pays d’Afrique subsaharienne en matière de sciences appliquées, d’ingénierie et de technologie en vue de contribuer à la croissance économique nationale dans le continent. Le Rsif met en place une formation doctorale durable, une recherche hautement avancée et des écosystèmes d’innovation afin de mettre au point des technologies transformatrices en Afrique pour la croissance et le développement économiques. Pays contributeurs : Bénin, Burkina Faso, Côte d’Ivoire, Ghana, Kenya, Mozambique, Nigeria, Rwanda et Sénégal ont versé ou sont sur le point de verser des contributions au Rsif du PASET, en plus du gouvernement coréen, du Fonds d’innovation ACP de l’Union européenne et de la Banque mondiale.

Executive Summary: Executive Summary The Partnership for skills in Applied Sciences, Engineering and Technology (PASET) is a program which aims to address systemic gaps in skills and knowledge in sub-Saharan Africa’s priority ASET fields, and to build the capacity of African education and training institutions to train high-quality technicians, engineers and scientists to meet the demands of the economy. Its flagship program is the Regional Scholarship and Innovation Fund (Rsif), which aims to support doctoral and post-doctoral training, research and innovation in five priority areas: ICTs (including big data and artificial intelligence); Food Security and Agribusiness; Minerals, Mining and Materials Engineering; Energy including Renewables; Climate Change. The Rsif program admits scholars into competitively selected Rsif African Host Universities (AHUs) in each of the five priority areas. The goal of the Rsif Capacity Building Strategy is to outline a structured Rsif-wide program of training and other capacity building opportunities for Rsif PhD Scholars that (i) prepares them to undertake excellent PhD research for successful completion of the doctoral program, and (ii) enhances post-PhD employability and a successful career in academia, research and innovation. Training will also be available to PhD supervisors and other AHU faculty, to provide them with key skills in student supervision, research and grant management, IP, entrepreneurship, and other research and innovation-related skills. AHU libraries will also benefit from strengthened services and increased access to information resources. The development of the Rsif Capacity Building Strategy was informed by the World Bank Project Appraisal Document (PAD) for the Rsif, the results of the October 2019 Scoping Study Workshop with AHUs, AHU questionnaires, and benchmarking of training programs from Europe and North America. The Capacity Building Strategy focuses on three categories: i. Orientation Training: All new Rsif PhD students will take a mandatory 6-day training, which will cover the Rsif Program; and introductory trainings on research ethics; sexual harassment; grievance redress mechanisms; PhD planning; proposal writing; information literacy; science communications; and data management, research methods and statistics. Courses will be delivered through live streaming, led by icipe and Rsif partners, with support from local tutors at each AHU. ii. Cross-cutting Training Courses: RSIF students, AHU supervisors and faculty will access a set of in-depth cross-cutting courses, including PhD supervision; sexual harassment and grievance redress mechanisms; information literacy and reference management; research methods and statistics, thesis defense training, scientific communication, science paper writing, grant proposal writing, entrepreneurship and IP, grant management, and research management and leadership. Courses will be delivered through taught courses (by online video streaming) and online learning through Open Educational Resources (OERs) and Massive Open Online Courses (MOOCs). iii. Additional Capacity Building activities will include support for international accreditation of PhD programs at AHUs; lectures from domain experts and other leaders; strengthening the services of AHU libraries and improving access to international journals; and provision of an online tool for AHUs to monitor student progress and quality of supervision. The strategy includes ‘training the trainers’ to facilitate the integration of training into PhD and staff training curricula at AHUs. In addition, AHUs will be encouraged to form networks with partners to contribute to the development and delivery of training courses. Training schedules, M&E plan and budget are also provided.

PASET is an African-led initiative whose objective is to strengthen skills in applied sciences, engineering and technology to further socio-economic transformation in sub- Saharan Africa (SSA). RSIF is the flagship program of PASET. RSIF activities are implemented mostly through African Host Universities (AHUs), which are competitively selected to participate. The current list of participating AHUs can be obtained at https://www.rsif-paset.org. RSIF is currently funded by contributions from African governments, the World Bank and the Government of Korea. It is managed by the International Centre of Insect Physiology and Ecology (icipe), Nairobi, Kenya, as the RSIF Regional Coordination Unit (RCU). The PASET Executive Board provides oversight and strategic direction for the RSIF.
The Manual provides guidance on the rights and obligations of African Host Universities and their researchers participating in RSIF projects as IP creators in the disclosure, ownership, transfer, commercialization, and revenue sharing of protected and commercialized IP. The Manual is a reference, which only complements but does not supersede the IP policies at the AHUs and IPIs as legal entities. It is a guide to the various issues and potential pitfalls regarding IPR that participants may encounter when preparing and participating in an RSIF supported activity.

Le PASET est une initiative africaine visant à renforcer les compétences dans les domaines des sciences appliquées, de l'ingénierie et des technologies, et à favoriser la transformation socioéconomique en Afrique subsaharienne (ASS). Le RSIF est le programme phare du PASET. Les activités du RSIF sont mises en place principalement par l'intermédiaire des universités hôtes africaines (UHA) qui sont sélectionnées sur critères d'éligibilité. La liste à jour des UHA participantes est disponible sur https://www.rsif-paset.org. Le RSIF est actuellement financé grâce à des contributions des gouvernements africains, de la Banque mondiale et du gouvernement coréen. Sa gestion est assurée par le Centre international de physiologie et d'écologie des insectes (icipe), basé à Nairobi (Kenya), en tant qu'Unité de coordination régionale (UCR) du RSIF. Le Conseil d'administration du PASET assure la supervision et l’orientation stratégique du RSIF. L'objectif principal du RSIF est la formation de doctorants et de post-doctorants pour combler la pénurie de spécialistes hautement qualifiés dans les domaines des sciences appliquées, de l'ingénierie et des technologies (ASET). La mise en oeuvre du RSIF est organisée en trois volets : le volet 1 soutient la formation et le renforcement des capacités au sein des universités hôtes africaines ; les volets 2 et 3 fournissent des bourses accordées sur critères d'éligibilité à des fins de renforcement de la recherche, d'excellence scientifique et d'innovation. Le modèle de mise en oeuvre du RSIF inclut des partenariats stratégiques avec des institutions partenaires internationales (IPI)1 à des fins de recherche collaborative et de formation doctorale sous la forme d'un programme en alternance. Ces collaborations devraient contribuer à la hausse du nombre de doctorants de qualité, améliorer la qualité des recherches, ce qui se traduirait par des publications dans les domaines ASET, et augmenter le volume de la PI découlant des travaux de recherche et des projets d'innovation. Africa’s development challenges include how to increase agricultural productivity, move beyond resource extraction and farm-based enterprises towards higher value enterprises, reduce environmental degradation, achieve food and nutrition security, and tackle the triple disease burden (non-communicable, communicable, and reproductive health related). Advances in applied science, engineering, and technology (ASET) fields are essential to finding effective solutions to these complex development problems and will require harnessing Africa’s human resources, both women and men (Okeke et al., 2017; Tiedeu, 2019).1 Unfortunately, only a fraction of women’s potential contributions is currently being harnessed. Women make up 30% of researchers in science fields in sub-Saharan Africa (SSA), roughly the same as the global average of 28% (Huyer, 2015). Data (Bunting et al., 2014) from nine flagship African universities for 2010/11 show female student enrolment in undergraduate and postgraduate science, engineering, and technology fields ranges from a low of 25% (Edward Mondlane University) to a high of 45% (Cape Town University and University of Mauritius)

The manual largely draws from the provisions of the Rsif Project Appraisal Document that governs the contractual relationship between icipe and the World Bank as well as the icipe institutional financial and grant management policies and procedures. The Manual covers all aspects and procedures involved in the implementation and management of the competitive grants scheme of the Rsif project including but not limited to the award process, financial management, reporting and overall grants’ project monitoring. The Manual is a living document that may be updated from time to time as needed.
