Abstract
Côte d’Ivoire’s National Development Plan (PND) 2026–2030 seeks to accelerate the country’s transformation through industrialization, increased productivity, human capital development and private-sector growth. Priority areas include agriculture and agro-industry, digital transformation, and infrastructure and industrial development, all of which increasingly depend on strong scientific and technological capabilities.
Côte d’Ivoire has been investing in PASET-Rsif since 2019, with an initial contribution of USD 1 million to support advanced doctoral training for Ivorian scientists. To date, 11 Ivorian scholars are pursuing PhD training across selected African Host Universities, complemented by research placements and collaboration with international partner institutions. The scholars are developing expertise across priority ASET fields, including climate change, sustainable food systems, ICT and artificial intelligence, and materials science. Their research addresses practical development challenges such as climate-resilient agriculture, crop diseases and pest management, water quality, livestock health and sustainable materials—building a pool of scientists equipped to contribute to Côte d’Ivoire’s research and innovation priorities.
Côte d’Ivoire is also contributing to the development of scientific talent across Africa through Université Félix Houphouët-Boigny (UFHB), an Rsif African Host University specializing in climate change through its Africa Centre of Excellence for Climate Change, Biodiversity and Sustainable Agriculture (CCBAD), which is hosting 26 Rsif scholars from 12 nationalities, extending the country’s investment in advanced scientific training beyond its national borders.
