Contribution du Burkina Faso au RSIF: Le Burkina Faso a rejoint le RSIF en 2020 et a participé au 5e Forum PASET à Kigali, au Rwanda, en mai 2019. Le ministre de l’Enseignement supérieur, de la Recherche scientifique et de l’Innovation (MESRI) représente le Burkina Faso au Conseil d’administration (GC) du PASET, et le directeur général de l’Enseignement supérieur, MESRI, siège au Bureau exécutif du PASET (CE). La contribution initiale de 2 millions de dollars du Burkina Faso est consacrée aux bourses doctorales. 80 % de la cotisation du Burkina Faso soutient directement la formation des chercheurs burkinabés. Les possibilités d’expansion de l’innovation au Burkina Faso grâce à cet investissement sont multipliées par l’effet de levier résultant du soutien de contrepartie de divers donateurs, dont le gouvernement coréen, des institutions internationales partenaires et autres. En faisant partie du RSIF, le Burkina Faso bénéficie d’une mobilisation conjointe des ressources avec d’autres pays et d’un renforcement des capacités en matière de doctorat, de recherche et d’innovation à long terme. Le PASET vise à mobiliser plus de 500 millions de dollars US au profit du fonds de dotation du RSIF, dont environ 20 % seront alloués à des projets de recherche et d’innovation au service des citoyens et des institutions des pays participants. De nombreux pays africains s’intéressent à cette initiative.

Côte d’Ivoire’s contribution to RSIF: Côte d’Ivoire paid an initial instalment of USD 1,033,496.73 to the International Centre for Insect Physiology and Ecology (icipe), the RSIF Regional Coordination Unit on 21 March 2019. 80% of Côte d’Ivoire’s contribution directly supports training of Ivorian scholars and is currently committed to enrolled students in the RSIF PhD scholarship programme. The potential of Côte d’Ivoire’s innovative expansion due to this investment is multiplied when leveraged by the funds through matching support from various donors, including the Government of Korea, international partner institutions and others. Ivorian institutions are also eligible to compete for grants in the area of Agri-based digital innovations under the ACP Innovation fund for Western Africa that icipe is also managing. By completing its payment to RSIF and becoming a PASET member, Côte d’Ivoire would benefit from joint resource mobilization with other countries and capacity building for PhDs and research and innovation far into the future. PASET aims to mobilise over USD 500 million into the RSIF endowment fund, with an estimated 20% to be allocated to research and innovation projects for the benefit of citizens and institutions of participating countries. Contribution de la Côte d’Ivoire au RSIF: Le premier paiement de la Cote d’Ivoire (1 033 496,73 USD) a été reçu par le Centre international de physiologie et d’écologie des insectes (icipe), l’Unité de coordination régionale du RSIF, le 21 mars 2019. Le solde restant pour l’adhésion selon la Charte PASET est de 966 503,27 USD . 80 % de la cotisation de la Côte d’Ivoire soutient directement la formation des chercheurs ivoiriens. Les possibilités d’expansion de l’innovation en Côte d’Ivoire grâce à cet investissement sont multipliées par l’effet de levier résultant du soutien de contrepartie de divers donateurs, dont le gouvernement coréen, des institutions internationales partenaires et autres. En outre, les institutions ivoiriennes peuvent concourir afin d’obtenir des subventions dans le domaine des innovations numériques basées sur l’agriculture dans le cadre du Fonds d’innovation ACP pour l’Afrique de l’Ouest, dont la gestion est également assurée par l’icipe. En faisant partie du RSIF, la Côte d’Ivoire bénéficie d’une mobilisation conjointe des ressources avec d’autres pays et d’un renforcement des capacités en matière de doctorat, de recherche et d’innovation à long terme. Ethiopia’s collaboration with RSIF: Ethiopia is a founding member of PASET. Ethiopia participated at the 5th PASET Forum and has expressed its intention to contribute to RSIF. The Minister of Science and Higher Education represents Ethiopia in the PASET Governing Council (GC), and the Director for Capacity Building, sits in the PASET Executive Board (EB). The potential of Ethiopia’s innovative expansion due to investment in RSIF is multiplied when leveraged by the funds through matching support from various donors, including the Government of Korea, international partner institutions and others. By contributing to RSIF, Ethiopia will benefit from joint resource mobilization with other countries and capacity building for PhDs and research and innovation far into the future. PASET aims to mobilise over USD 500 million into the RSIF permanent fund, with an estimated 20% to be allocated to research and innovation projects for the benefit of citizens and institutions of participating countries. Ghana’s contribution to RSIF: Ghana became a member of PASET in 2019 and it hosted the PASET Governing Council (GC) meeting in December 2019. The Minister of Education represents Ghana in the PASET GC, and the Executive Secretary, National Council for Tertiary Education (NCTE), sits in the PASET Executive Board (EB). Ghana has made an initial US$2 million contribution to RSIF. 80% of Ghana’s contribution directly supports training of Ghanaian scholars and is currently committed to enrolled students in the RSIF PhD scholarship programme. The potential of Ghana’s innovative expansion due to this investment is multiplied when leveraged by the funds through matching support from various donors, including the Government of Korea, international partner institutions and others. Nigeria’s Contribution to RSIF: Nigeria has participated in several PASET Forums and events. Nigeria has pledged to contribute USD 4 million to RSIF. Once the agreement is signed, Nigeria will formally join the PASET governance bodies. 80% of Nigeria’s contribution will directly support training of Nigerian scholars in the RSIF PhD scholarship programme. Rwanda’s contribution to RSIF: Rwanda is a founding member of PASET, was among the first countries to contribute to RSIF and it hosted the 5th PASET Forum in Kigali in 2019. The Minister of Education represents Rwanda in the PASET Governing Council, and the Adviser sits in the PASET Executive Board. Rwanda’s initial US$2 million contribution has now been fully exhausted. 80% of Rwanda’s contribution directly supports training of Rwandan scholars and is currently committed to enrolled students in the RSIF PhD scholarship programme. Senegal’s contribution to RSIF: Senegal is a founding member of PASET. H.E. President Macky Sall launched the Regional Scholarship and Innovation Fund (RSIF) in 2015 together with representatives of the Heads of States in Ethiopia and Rwanda. The Minister of Higher Education, Research and Innovation (MESRI) represents Senegal in the PASET Governing Council, and the Director of Strategy and Planning, Directorate-General of Research and Innovation, MESRI sits in the PASET Executive Board (EB). Moreover, Prof. Aminata Sall Diallo is the Executive Director of the PASET EB. 80% of Senegal’s contribution directly supports training of Senegalese scholars. The potential of Senegal’s innovative expansion due to this investment is multiplied when leveraged by the funds through matching support from various donors, including the Government of Korea, international partner institutions and others. Contribution du Sénégal au RSIF: Le Sénégal est un membre fondateur du PASET. S.E. le Président Macky Sall a lancé le Fonds régional de bourses d’études et d’innovation (FRSI) en 2015 avec les représentants des chefs d’État d’Éthiopie et du Rwanda. Le ministre de l’Enseignement supérieur, de la Recherche et de l’Innovation (MESRI) représente le Sénégal au sein du Conseil d’administration du PASET, et le directeur de la stratégie et de la planification de la Direction générale de la recherche et de l’innovation du MESRI siège au Bureau exécutif (BE) du PASET. Par ailleurs, le professeur Aminata Sall Diallo est directrice exécutive du BE du PASET. 80 % de la cotisation du Sénégal soutient directement la formation des chercheurs sénégalais.
