    Regional Scholarship and Innovation Fund (Rsif)

    Mozambique contributed USD 6 million to Rsif in 2021. There are 32 competitively selected Mozambican Rsif doctoral scholars (31% women and 78% faculty) in all five thematic areas in ten different Rsif African host universities across the continent. Twelve Rsif funded research and innovation projects are under implementation by Mozambican institutions.

    Regional Scholarship and Innovation Fund (Rsif)

    Nigeria contributed USD 4 million to Rsif in 2022. There are 36 competitively selected Nigerian Rsif funded PhD students (31% women) in five thematic areas in 12 different African host universities, including one who has graduated. Three Nigerian universities were competitively selected as Rsif African host universities: African University of Science and Technology (AUST), Pan-African Materials Institute; Bayero University Kano, Centre of Dryland Agriculture (PhD in Natural Resource Management and Climate Change); University of Port Harcourt, Africa Center of Excellence in Oilfield Chemicals Research (PhD in Petroleum and Gas Engineering / Energy Economics). They are hosting a total of 41 Rsif funded PhD students from eleven different nationalities, with 23 publications in high impact journals to date. There are nine Rsif funded research and innovation projects ongoing in Nigeria.

    . Rwanda is the current chair of PASET and the first country to make a second additional USD 2 million contribution to Rsif. There are 22 competitively selected Rwandan Rsif PhD students in five thematic areas in eight different African Host Universities across the continent. There are so far four Rwandan Rsif alumni and 39 publications by Rwandan Rsif students. University of Rwanda was competitively selected as an Rsif African host university in ICT, including artificial intelligence and data science in 2019.     Le Sénégal, membre fondateur du PASET, a apporté une contribution au Rsif de 2 millions de dollars en 2020. Il y a 15 doctorants sénégalais actifs sélectionnés par concours (53% de femmes) dans cinq domaines thématiques dans cinq universités hôtes africaines différentes. L'Université Gaston Berger a été sélectionnée de manière compétitive comme université hôte africaine Rsif en TIC, y compris l'intelligence artificielle et la science des données en 2017. Le programme de doctorat en informatique du Centre d'Excellence Africain en Mathématiques, Informatique et TIC (MITIC) accueille 17 doctorants Rsif (41% de femmes) de huit nationalités africaines.     Senegal is a founding member of PASET and contributed USD 2 million to Rsif in 2020. There are 15 competitively selected Senegalese active Rsif PhD students (53% women) in five thematic areas in five different African Host Universities. University of Gaston Berger was competitively selected as an Rsif African Host University in ICT, including artificial intelligence and data science in 2017. The PhD programme in Computer Science at the African Center of Excellence (MITIC) is hosting 17 Rsif PhD scholars (41% women) from eight African nationalities. There is one Rsif alumni who graduated from UGB and 14 journal publications by Rsif UGB students so far.

    Tanzania is part of PASET and has expressed its intention to contribute to Rsif. There are 11 competitively selected Tanzanian Rsif PhD students (73% women) in four thematic areas in four different African Host Universities. Two Tanzanian universities were competitively selected as Rsif African host universities: Sokoine University of Agriculture in Food security and agribusiness in 2017 and Nelson Mandela African Institution of Science and Technology, (NM-AIST) in mineral, mining and material science in 2019. They are hosting a total of 60 Rsif PhD students from 20 different nationalities with 50 publications in high impact journals to date. There are 6 Rsif funded research and innovation projects under implementation in Tanzania.

    Uganda has expressed its intention to join PASET and contribute to Rsif. There are eight competitively selected Ugandan Rsif funded PhD students (50% women) in five thematic areas in eight different African host universities. Makerere University, a competitively selected Rsif African host university in food security and agribusiness, admitted its first cohort of Rsif funded students in 2022. The PhD programme in Plant Breeding and Biotechnology at Makerere Regional Centre for Crop Improvement (MaRCCi) is hosting 10 Rsif PhD students from seven nationalities (40% women).

    Regional Scholarship and Innovation Fund (Rsif)

    Benin’s contribution to RSIF: Benin attended the 5th PASET Forum in Kigali, Rwanda in May 2019 and the RSIF-RCU organized a national workshop on RSIF in Cotonou in December 2019. Benin joined PASET in 2021, contributing US$2 million to RSIF through its ACE Impact project. The Minister of Higher Education and Scientific Research represents Benin in the PASET Governing Council and the Director sits in the PASET Executive Board. 80% of Benin’s contribution directly supports training of Beninese scholars and is currently partially committed to enrolled students in the RSIF PhD scholarship programme. The plan is to recruit around 12 more Beninese students in Cohort 4. The potential of Benin’s innovative expansion due to this investment is multiplied when leveraged by the funds through matching support from various donors, including the Government of Korea, international partner institutions and others. By being part of RSIF, Benin benefits from joint resource mobilization with other countries and capacity building for PhDs and research and innovation far into the future. PASET aims to mobilise over USD 500 million into the RSIF endowment fund, with an estimated 20% to be allocated to research and innovation projects for the benefit of citizens and institutions of participating countries. Many African countries are interested to be part of this.

    Contribution du Bénin au RSIF: Le Bénin a participé au 5e Forum PASET à Kigali, au Rwanda, en mai 2019 et le RSIF-RCU a organisé un atelier national sur le RSIF à Cotonou en décembre 2019. Le Bénin a rejoint le PASET en 2021, contribuant à hauteur de 2 millions de dollars US au RSIF à travers le projet CEA Impact. La ministre de l’Enseignement Supérieur et de la Recherche Scientifique représente le Bénin au Conseil d’Administration du PASET et le directeur siège au Bureau exécutif du PASET. 80 % de la cotisation du Bénin soutient directement la formation des chercheurs béninois. Les possibilités d’expansion de l’innovation au Bénin grâce à cet investissement sont multipliées par l’effet de levier résultant du soutien de contrepartie de divers donateurs, dont le gouvernement coréen, des institutions internationales partenaires et autres. En faisant partie du RSIF, le Bénin bénéficie d’une mobilisation conjointe des ressources avec d’autres pays et d’un renforcement des capacités en matière de doctorat, de recherche et d’innovation à long terme.     Côte d’Ivoire’s contribution to RSIF: Côte d’Ivoire paid an initial instalment of USD 1,033,496.73 to the International Centre for Insect Physiology and Ecology (icipe), the RSIF Regional Coordination Unit on 21 March 2019. 80% of Côte d’Ivoire’s contribution directly supports training of Ivorian scholars and is currently committed to enrolled students in the RSIF PhD scholarship programme. The potential of Côte d’Ivoire’s innovative expansion due to this investment is multiplied when leveraged by the funds through matching support from various donors, including the Government of Korea, international partner institutions and others. Ivorian institutions are also eligible to compete for grants in the area of Agri-based digital innovations under the ACP Innovation fund for Western Africa that icipe is also managing. By completing its payment to RSIF and becoming a PASET member, Côte d’Ivoire would benefit from joint resource mobilization with other countries and capacity building for PhDs and research and innovation far into the future. PASET aims to mobilise over USD 500 million into the RSIF endowment fund, with an estimated 20% to be allocated to research and innovation projects for the benefit of citizens and institutions of participating countries.     Contribution de la Côte d’Ivoire au RSIF: Le premier paiement de la Cote d’Ivoire (1 033 496,73 USD) a été reçu par le Centre international de physiologie et d’écologie des insectes (icipe), l’Unité de coordination régionale du RSIF, le 21 mars 2019. Le solde restant pour l’adhésion selon la Charte PASET est de 966 503,27 USD . 80 % de la cotisation de la Côte d’Ivoire soutient directement la formation des chercheurs ivoiriens. Les possibilités d’expansion de l’innovation en Côte d’Ivoire grâce à cet investissement sont multipliées par l’effet de levier résultant du soutien de contrepartie de divers donateurs, dont le gouvernement coréen, des institutions internationales partenaires et autres. En outre, les institutions ivoiriennes peuvent concourir afin d’obtenir des subventions dans le domaine des innovations numériques basées sur l’agriculture dans le cadre du Fonds d’innovation ACP pour l’Afrique de l’Ouest, dont la gestion est également assurée par l’icipe. En faisant partie du RSIF, la Côte d’Ivoire bénéficie d’une mobilisation conjointe des ressources avec d’autres pays et d’un renforcement des capacités en matière de doctorat, de recherche et d’innovation à long terme.     Senegal’s contribution to RSIF: Senegal is a founding member of PASET. H.E. President Macky Sall launched the Regional Scholarship and Innovation Fund (RSIF) in 2015 together with representatives of the Heads of States in Ethiopia and Rwanda. The Minister of Higher Education, Research and Innovation (MESRI) represents Senegal in the PASET Governing Council, and the Director of Strategy and Planning, Directorate-General of Research and Innovation, MESRI sits in the PASET Executive Board (EB). Moreover, Prof. Aminata Sall Diallo is the Executive Director of the PASET EB. 80% of Senegal’s contribution directly supports training of Senegalese scholars. The potential of Senegal’s innovative expansion due to this investment is multiplied when leveraged by the funds through matching support from various donors, including the Government of Korea, international partner institutions and others.
